provider's declared metadata; blocks are decrypted concurrently and
reassembled in order.
Unlike privateDecrypt_native, a block that fails to decrypt REJECTS
rather than degrading into garbage bytes — callers that rely on the
legacy swallow-and-fail-later behavior (the anti-oracle property of the
password / OPN paths) must catch and degrade themselves, uniformly for
local and remote keys.
