Takes the published Namespace, not NamespacePrivate.
This function is exported from the package entry, and NamespacePrivate is not: asking for one made it impossible to call from outside, since there is no public way to obtain the argument. The data types it walks now come from the published iterator; the narrowing that remains is for constructNamespaceDependency, which is internal.
